Can you go to start / run / and type 'restore" without quotes.....does it open? You may have either lost your exe file associations or have malware....

Tried it doesnt work but thanks. I think it may be mal ware but cant get my removal tool to run because of this. I think I am going to try to reinstal vista altogether and see if that fixes it. thanks for trying to help tho.:D

have a go at reporting your problem at the malware section. They might be able to find a way to get your removal tools running. Try starting in safe mode if you haven't done that yet.

Can you boot into safe mode? Tap F8 as the computer boots up
If so, open Explorer and locate C:\Windows\Scanregw.exe and create a shortcut to that folder on the desktop.
Right click the shortcut, select properties and in the box that says target and a space and \restore
so the target box now has the following
    Code:
    C:\Windows\Scanregw.exe \restore
Close that properties box and double-click to open the new shortcut. You should now be able to select a restore point.

I had to do that to one of my computers a few years back. I was grateful to the poster who walked me through that procedure.
I'm glad it worked for you. Write it down and if someone else needs rescuing, you can be the knight in shining armor! ;)
