I made a Windows 7 repair disc when I bought the pc in 2010 and have not have a need to use it until today. It does not seem to do anything when I place it in the drive.

Do you have another computer with a later version of Windows (like Windows 8.1) where you could open the disk in Windows Explorer and see if the files are on it? If not, get Virtual Clone Drive (Google for it), install it on your Windows 7 and open the disk using Virtual Clone Drive.

If the files are on the disk, go to Control Panel -> Autoplay and set what you want it to do.

This is from a cold boot, I presume. If not, keep the disk in the drive, and reboot the computer. It doesn't work from inside Windows.
Also check, is the computer set to boot from the DVD drive first?
