I think it kind of depends on exactly what you're converting. There are many tools that are specialized; for example, one to convert videos into DVDs, and one to convert DivX/XVid files to MPEG or FLV files, and so on. There are some all purpose video converters that will convert from any format to any other format. I know of three free ones, and I've only used one of these personally, and only used it couple times over a year ago, but here's the links:
