It looks to me that such software may be unavailable. From what I grasp, CC are decoded by a chip in your TV not the DVD player. So DVD software won't decode them either. It's your TV that does the work and a computer doesn't have a decoder chip.

There also some very complicated DVD ripping techniques that involve ripping the CC from the disc and then reburning the disc with the CC as subtitles. Apparently it is made difficult to enforce copyright and region coding. You are probably best off watching DVDs on TV.

I may be wrong. I use the KMPlayer and it supposedly plays CC. I just looked at mine and it has an enable CC option. Unfortunately, I don't have any DVD's that are CC to test it. It's a good media player, free so worth a try. The website is Korean and I can never find the downloads on the English site. On this Korean site in the first post just click on "Full ?? EXE ??". It's a perfectly safe installer file, menus in english, I've used KMP for years never a problem. This is the official site.

Once installed, you click on the K at the top left, select Open Standard Video Device. It will start the disc and along bottom of player is a menu button, inside is enable closed caption. Worth a shot. :)
