Are you perhaps trying to uninstall in XP and you don't have Administator priviledges? If that is the case you need to log on as Administrator using the Administrator password.
If you have Admin power I would get mad as hell delete the whole 97 folders then reboot use a registry tool like regseeker and kill off the references to 97 that surface after reboot but click on the save for backups bottom left corner just in case. 97 is an old program and should be able to be manhandled (er personhandled) in this way.
When the rest of the world wakes up a better alternative may emerge than the above.
    Cheers from evening Australia

I think that article from MS only applies after ms97 has been uninstalled. The problem here is it will not uninstall. I would try booting in safe mode navigate to osa.exe and see it you can either rename it as osa.??? or similar then try to kill as i suggested above. If that does'nt work there is a program which deletes files on next boot which might work for you. It appears in the rightclick context menu after installation.Have'nt any idea where i got from ages ago but it does work. Try a google search for it unless of course it is available this site. Will look around for it and get back to you.

Go to Explorer find the file right click on it and a context menu will open. Choose delete on next Boot or words to that effect. Next time you reboot the file should be gone. Then sweep the whole mess out but take care.
    Hope this helps
    Rober
