I need help with building a webpage

I came to this site because it is a know Geek site. I am not as wise as you guys are when it comes to computers therefore I need assistance with building a webpage. I have windows xp and I don't know how to start. I would like to build a site where I am able to allow people to post their profile and receive emails if a person wants to contact them. If someone could help me build one or tell me where to find the information on line I would appricate it. We could also chat via Yahoo IM.
