i need help with regscr32

im deaf so im adding closed captioning to windows media player, well the guide says:

use regsvr32 to register the files you copied

ok i know its in the cmd, but how? also is there a program i can use to do it more quickly, im suppose to put these decoder files in the registry thats the point

i know this works cuz it works fine on my PC, this is for my laptop, the guy walked me thru it for my PC and it was so long ago in forget,
