I Need Major Help Fast

I just downloaded a file that ithought was a hack for battle field 2 stupid i know but it sounded interesting, and i think my pc has been hacked or sumthin, I cant access window fire wall or any thing that has to do with windows like system scan, network system, recycling bin, stuff like that, i have no clue what to do, i need major help please
