I Need To Make A Windows 7 Repair Disc

I am not able to get window to start, so I am asking where is a good site to go to, to make a DVD?
I have an HP pavilion entertainment PC.
On the side of the PC is the DVD player and there is a decal with RW and COMPACT disc Rewritable and also DVD Multi recorder. Can I make a copy of Windows 7 repair disc with a DVD + RW?
I am going to my local library to burn the DVD.

Isn't that for reinstalling Windows 7? I just want to get it to boot up.

 

If you're able to boot from the DVD, it should give you options for repairing and, YES you can use a DVD+RW. That's what I use.
