The Cells command on the Format menue or the Format Cells command on the shortcut menu must be used to assign a fixed dollar sign? True or False?

I understand you are speaking about Excel.
Yes it is a must to do that through selecting "Currency" from "Number" tab and this will alow you to still use it as a number.
You can also use the keyboard shortcut Ctrl+Shift+4 which will lead you to the same result.
Hope this is what you are looking for.

 

Isn't Ctrl-1 the shortcut to Format Cells ?
