Yes. If you mean the IP address that is given to you by your ISP then probably not unless you change ISP's.

There have been times when the Provider has changed the IP if the person had a good valid reason.
Dial-up,I believe, is different each time because it is dynamic instead of static.

Not all ISPs provide you with a statically assigned IP address. I could be wrong, but I'd actually be inclined to believe that the vast majority use DHCP--unless you've specifically purchased a static public IP from your provider. Most home users would probably not be literate enough to assign a static IP address to their home computer and setup DNS--let alone setup a static IP on their home router. It would also make IP management more difficult for the ISP. My ISP doesn't even provide me with a public IP address. As a matter of fact, my first three hops are all private IPs...

    Code:
    1 1 ms <1 ms <1 ms 172.28.250.1
    2 1 ms 1 ms 1 ms 192.168.1.1
    3 26 ms 24 ms 25 ms 10.7.59.1

The first hop is my home router, the next is the IP of the provided modem/router combo, and the third is another router at the ISP. Because the ISP keeps me locked out of the router they provide, I cannot determine the lease time of the 10.7.59.1 IP. Triple NAT is also a pain for me because I can't do port forwarding. Since I turn my routers off whenever I'm not using the Internet, if I were to leave it off for a few days, I'm almost certain that the 10 address would change.

Assuming your computer is plugged directly into the modem, and assuming you are running a Windows operating system: If you do an "IPCONFIG /all" and there's a lease time showing, there's a good chance you can change the IP by powering down the computer for an amount of time longer than your lease. Or, to speed up the process, do an "IPCONFIG /release" and then leave your computer off for a little while to allow time for someone else to pick up your old IP. When the computer is powered on, again, it will request a new IP. Again, this assumes that you currently have a dynamically assigned address.

Perhaps you should elaborate on what you would like to do. The short answer is that IP addresses can be changed, but depending on the network you are on those changes have an impact. Is it a public or private network? DHCP addressing or static? Without knowing what you want to accomplish it is difficult to suggest a path.

If you have DSL just reset your router and it will assign you a new IP within a same range though.

My guess is he is trying to change it because of a ban in some game or website. :-D
