I want to Choke Comcast

My choke on cs:s is about 40 on an average sever. I really didnt have this problem untill the CS:S update came out and a new driver for my FX5500. I installled the new driver( 66.93) for another game and found it to be worse than the 66.81V. I not sure how to fix a choke problem or even what the Choke is for that matter. I just know im warping around the screen at time even though my ping says 25. It kinda makes it hard to shoot others, in a playfull way of course.

Some one told me to move my cable modem. that had no effect. I also tried to unplug it and leave it unplugged for 2-3 hrs. still no change. Could you guys offer any help?
