Icon manager and icons

Is there a free simple and reliable software manager that I could download and replace some of my boring desktop icons. Also any sites that are safe for downloading a variety of icons.

This site explains how to change your icons within Windows. It is for XP but the process is extremely similar in Vista and Windows 7: http://www.entity.cc/how-to-icons.php

Any image can be used as an icon, they will automatically be resized.

 

Not all icons can be changed from the 'properties' window.
For example, how to change the icon for a specific *.txt file ?
Any freeware suggestions ?
Btw, have tried Shell Labs 'IconChanger', but without the program, the icons change back to original... not interested in that way of doing it.

It appears CI only changes 'folder icons', not 'file icons' (ie a *.txt file) ?

Also, if you stopped using 'Change Icon', for some reason, would all the icons changed with CI change back to the original icons ?

 

I don't think they would change back if you dumped IC.

All I can find are .png ones.

Is there a converter?

Or does anyone know of a safe site from which to download some?
