ICS error 1068

    I'm running XP SP2 and I'm attempting to check my Security Center Firewall settings because my Mozy back-up service suddenly stopped working 6 days ago (6 days ago I had great difficulty installing Home Designer Pro 7.0 -- I had to do a selective services install and it screwed up alot of underlying services which I've slowly been discovering were not re-enabled - like the printer spooler, which I could fix easily).
    Anway, when I try to open the Firewall settings, it tells me it can't start ICS services. When I try to fun the ICS wizard I get the following error message:
    1068: Dependency service or group failed to start. I used microsofts support page to try to fix this. It said to check to see if a lot of default services were running and to restart. Most of them were except it looks like Network Connections and Network Location Awareness are disabled. When I open Network connections off the control panel to repair it, sure enough there are no networks listed at all (however I can connect to the internet just fine) so I can't try to repair them.
    How do I enable those two services? (sorry for being so long-winded).
