Isn't it possible to connect an IDE HDD to a PC that is already using a SATA HDD with the operating system so the operating system and SATA HDD can be cloned to the IDE HDD?

Sure, but you must boot to a CD with the cloning software to enable you to do a successful clone. If you try cloning from within Windows, it would probably fail - files in use, etc.

If one of the drives is connected externally, in a dock, adapter, etc., you may need to try several types of cloning software to find one that works with your hardware.

    Yes..

Most HDD manufactures have free software to clone, in your case look to the IDE manufacture
(the best scenario both HDD's would be of the same manufacture but most cloning software can work with one hdd of a different manufacture)

After cloning before booting remove the unwanted drive or it can screw up your drive letter association
