IE 10 and 11 Loading Slowly

With virtually nothing running in the system, IE takes 20 to 40 seconds to load a website. Going to the exact same websites in Chrome, pages load in 1 to 3 seconds.

Here are the steps I've taken to date:

Uninstalled IE 11 and went back to IE 10 to no avail.
Cleared History and Temp Files in IE
    Reset IE under Advance Settings
Malwarebytes, Spybot and Windows Defender found no issues with system.
Cleaned Temp Files with CCleaner, defragged system and ran chkdsk

Here is what I think might be causing the problem, but I can't fix it. Under 'Internet Options', 'General', 'Browsing History', 'Settings'... there is NO (ZERO) disk space allocated (and I can't change it) and there is NO 'Current Location' listed.

This is occurring on a friend's computer. On all my computers, IE reflects 250MB of space at C:\Users\'myname'\ AppData\Local\Microsoft\Windows\Temporary Internet Files\.

Also... on my friend's computer, I can NOT locate the file folder 'AppData' under his user name (and I'm displaying hidden files). However, if I do a search from the windows start icon... I find many files under C:\Users\'hisname'\AppData. But to repeat... if I try to list a file tree... no AppData file is reflected under C:\users\'hisname'\

This is very strange. Aside from IE loading slowly (and sometimes not finding a known website), my friend's computer 'appears' to be operating fine. Any ideas? Is there a utility that will put the file 'AppData' in its correct location? I'm far from a 'techie', but with my limited knowledge this appears to be the cause. Thanks.

Under: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\5.0\Cache\Content what is shown under CacheLimit?

Mine shows as 3e800 (265000) which is 250 MB or 265MiB

BOTH... my friend's computer (the one with the IE problem) and mine reflect a value of 0x0000c800(51200) in the above mentioned HKEY reference... yet in my IE I reflect a temp file size of 250MB and his is ZERO. Thanks

    Hi

As well as the great suggestion above also run the IE no addons version and check to see if a apps addon is causing this, some security apps add browser helpers that slow things down at times, so checking that addons are not the cause is a good route.

In Win 7 its just type at the Start Search IE no addons or this location Open Start > All Programs > Accessories > System Tools > Internet Explorer (No Add-ons).

IF IE works ok in no addons mode then use the following, its old but still apt, to troubleshoot addons http://blogs.msdn.com/b/ie/archive/...-and-internet-explorer-s-no-add-ons-mode.aspx

Unfortunately, running with no addons produces the same results... slow browsing, no location allocated for temp files and ZERO space allocated for temp files... with no ability to set the size. Thanks

How about browsing from SafeMode w/ Networking? Is it slow there?

Might not be possible if you use Wifi.

Unfortunately, I'm accessing the computer in question remotely... via logmein. Thanks

There is a slight correction to my original post. I CAN see the file folder 'AppData' under the user name file tree on the system in question... C:\Users\'username'\ AppData\Local\Microsoft\Windows\. However, the file name 'Temporary Internet Files' does NOT follow under the 'Windows' file... nor is there any allocation or space allocated for it within IE.

Here's what I attempted since my last post. On the system in question, I created a new folder under 'Windows' in the above named file tree... and named it 'Temporary Internet Files'. After doing that, a message appeared informing me there was already a file with that name (even though it was not being reflected) and asked if I wanted to merge the two files. I replied 'No' and canceled the creation of the new file.

Do you think it's worth a shot to go ahead and answer 'yes' to see if this corrects the problem... or would I be creating more headaches? Thanks
