IE 11 not allowing downloads

    Computer Information
    Dell Optiplex 780
    Core2Quad Q9400 2.66 GHz
    3.00 GB RAM
    32-bit Windows 7 Ultimate

    IE Version - 11.0.9600.16476 Version 11.0.2 (KB2898785)

    Situation - Computer was updated completely Saturday in preparation for upgrading Server and Server Software from 2003 SBS to Server 2012 Essentials.
    After updating client to current state, old server domain link was broken and new server link was instituted.
    No new software was added on this machine. Did have problem with QuickBooks 2013 Premier so uninstalled and reinstalled.
    Determined folder permissions were the problem and adjusted these for correct functioning of program in single use mode.
    Yesterday, found out multi-user mode would not work so contacted QB support.
    During support session, needed to download links for remote control and was unable to use Logmein Rescue or Team Viewer for remote application.
    When hitting the download link, the file security warning does not come up. All other clients in office using IE 11 were able to download and use remote application.

    This AM started diagnosing this comp.
    Enabled add-ons no effect.
    Restored IE to default state - no effect.
    Checked security setting under Advanced Tab in Internet Options - Enable Enhanced Protected Mode option missing from options

    Downloaded FF on different comp and installed from flash drive on this comp and there are no problems with downloads so problem is IE specific.
    Scratching my head this AM as I'm the software impaired, any suggestions?

    You could try re-registering all of the drivers used by MSIE using an app called "Fix IE Utility". You can download it from this link:

    http://www.majorgeeks.com/files/details/fix_ie_utility.html

    This freeware portable utility re-registers all the concerned dll & ocx files required for the smooth operation of Internet Explorer.

    Simply extract the contents of the .zip file and run the utility.

    Kind of a shot in the dark but worth a try.

    HI

    Windows 7 service pack installed and all critical updates installed?
    Do you get any error messages to why the file will not download or does the download just not initiate?
    Are the downloads from a specific page or random?

    Try seeing if the Developer Tools option and emulation helps, in a page for a download that doesn't work hit F12 then CTRL-8 and choose from the User Agent String and older version of IE and see if that works, could also test IE in Safe Mode with Networking to see if a 3rd party security app could be causing this.

    Did you also run the IE No addons version as well as try running the IE shortcut as "Run as Administrator" and then testing the download?

    Hi David,
    Comp is all up to date thru MS Update.
    No error messages, just no action at all.
    Tried several different pages so nothing on a specific page.

    I'll try your other suggestions if rustysavage's option does not work after the holiday break.
