ie problem

I have a dell dim. 3000 and im having a problem with ie7.0. The problem is that it keeps locking up. there is no error message and it says its running but i cant do anything and i have to do an end task to shut it down. i dont have any disks for windows because they were preloaded and dell doesnt send you any disks and now the warrenty has expired so neither dell or microsoft will help can anyone out there help me. the only thing i can find is that two files are missing iecont.dll and iecontlc.dll. Could this be the problem. I have scanned my computer with norton,spybot adaware ccCleaner, tune up utilities nothing has come up as a problem or fixed the problem any suggestions would be helpful please heeelp me thanks

 

Control panel, add remove programs, check show updates at the top, then uninstall ie7 that way.
