I'm New here and Need Help badly

My computer now has a mind of it own, couple days ago I had a power surge.
Now my winXP software is telling my computer to re-boot every 30 sec.
I tried to run "Recovery setup" but that does not work.. Please help, all my files I use for work is on that computer.

 

Does it keep re-booting after it has initially booted? Does it do the same in Safe Mode? Does it still do it after booting from the XP CD?

I'm asking to try and determine whether this is software or hardware. If it turns out to be hardware the starting point would be, as TimW suggested, the Power Supply Unit.

You need to give us the full run down of your pc and your resources.
'recovery setup' sounds like the recovery partition form a proprietary pc such as HP -
So what is the make and model of your PC?
Do you have a recovery Cd or A Microsoft Windows Cd or just a recovery partition, accessible via a function key?
