Increasing Sound Quality

I wanted to know if there is a program that increased the Quality of sound while making it louder without a new sound card.

 

Depends on what kind of sounds (MP3, WAV, computer bleeps, etc.)

A good set of quality speakers will help the most though!

but remember the human ear can only hear sounds of up to 20,000khz so if you got a pet cat /dog he will be getting the most benefit as they can hear sound up to a higher freq
also as you get older your hearing decreases (pardon)

You can't improve the "quality" of sound without re-recording it. You can EQ it, which might make it sound nicer to you, but best is to get some new speakers. Also, computer speakers include amplifiers, and the better the amplifier is, the better the sound will be.

 

New speakers, agreed, but if you're going to shell out the bucks, you might want to consider a wi-fi to your home stereo, that way you could play all the music that's on your HD.

 

Great computer speakers can significantly improve sound. Like a great monitor can significantly improve video. If you have the money, go for it!
