Initiated PW sign on, now problems, problems

    For security reasons (workers in house, 'code book' - passwords - missing) I went back to needing PW sign on to access computer. That PW is not in my code book, so I think that step will stop someone from accessing my computer unauthorized.
    Mozilla T'bird suddenly wants a PW (don't remember it), my connections to email are being disconnected with error msg
    "Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity. Account: 'account name', Server:'server', Protocol: POP3, Port 110, Secure (SSL); No, Error Number: 0x800CCC0F"
    MS recommends " 1. Click Start, point to Programs, point to Administrative Tools, and then click Internet Services (IIS) Manager.
    2. Right-click the Web sites, and then click Properties.
    3. Click the Performance tab, and then clear the Limit total network bandwidth available for all Web sites on this server option.
    4. Click OK."

    I do not have an 'Administrative Tools" selection and cannot find one, so now what?
    How do I retrieve my email or get my PW or get a new one?
    I haven't gone any further for fear I might find more problems.
    Suggestions?

    Retrieving or resetting your password depends on your email account. If it is a private account at your ISP, check your ISP's support pages (or call them). If it's a webmail account such as Yahoo, Hotmail, or Gmail, check their support pages.

    I realized I did not post some probably needed info;
    OS is Win XP Pro loaded on a PC clone

    no idea at all as to what was going on with the error code or how to correct the problem.
    It would seem MS now has an automated self fix program, and you do not even have to download it.
    The problem is non existent now. All I did was delete some old email.
    I played my version of Guess The Password, won and now can access my email while I wait for a reply from my email provider.
