Guys I am trying to restore a Acer desktop originally shipped with win 7 and it is all AMD. Must use its recovery partition.
Tried several times with exact same result. It gets to 99% and stalls.
Turn off machine then restart it will boot Windows attempting to complete Setup until the display message " starting services" posts. At that point it hangs forever.

    How to fix?

Don't turn it off. Use the recovery partition and when it gets to 99% walk away from it. Let it finish.

been there done that. 20 hours later still there. it is an unfortunately common problem with Acer. lots of posts, few fixes ... actually no fixes that I could find that were reliable

    From this:
    http://www.tomsguide.com/answers/id-2085886/acer-install-windows-factory-reset.html
This worked for me (so far anyway)
If this doesn't work try next step:
SHIFT-F10 to bring up command prompt.
    type: CD C:\windows\system32\oobe
    type msoobe
    enter
Make a generic account and password. hit finish (if it requests a product key and you have one, enter it now. if OEM/No key required, just finish). Set time/date. Finish.
    Restart.
    Should be good to go.

i bailed on 'restore'. finally got both windows 7 clean install on fresh drive, and windows 10 on another drive. apparently the main issue was to simply pick the right bios setting - bios had three disk controller settings RAID, Compatibility/IDE, AHCI, .. I knew RAID would bomb unless I had the right driver - Windows install nixed every driver ACER posted [unsigned apparently]. tried Compat, no go even trying to force the "right" driver. AHCI worked.
on a happy note: this is the first system I have seen that is actually clearly faster with windows 10, and on a conventional drive.... it is really obvious. one of those octa-core AMD FX boards
