Installer icon popping + access denied to regedit

I am having two problems with my computer.

1. When I click on an icon on desktop, or on file, edit, view, etc in Windows explorer, the installer icon appears, which then relates to Internet Clean. I click cancel and then click on the relevant icon, command and I can then carry on as usual.

2. I am unable to access regedit. When I try and do so, it says it cannot find aclui.dll. I have replaced aclui.dll into the C\Windows\system32 but I still get the same message.

Please can you help on these two issues.
