Installing Updates Loop (win7)

My desktop PC insists that it is installing 16 updates intermittently when it shuts down. This seems unlikely for the following reason: the PC is not connected to a wired or WiFi network. The bluetooth and network adapters are disabled.

I like having a relatively static system to run Windows 7 Home so I can test programs and document processes on it. (Win7 dialog captures show more definition in printed documentation.)

About every 6 months, I haul the PC to somewhere with a ethernet network with internet connectivity for an update and to refresh its Outlook eMail archive. I did that about 2 weeks ago and went through a series of shutdown/restart cycles until it installed all the updates. It took quite a few hours.

I thought it was done updating... any ideas?

It is a bit of a pain because I can't look at the Task Manager while it is shutting down and it does not happen in any pattern I've noticed.

( For regular connectivity with the outside world, I use a Laptop, smart phone, or tablet.)

Connect to the internet, let it complete the update cycle.
