installshield error 1607 when trying to install PlayOnline

I just recently purchased FFXI and when I try to install the PlayOnline software needed for the game I get a 1607 ERROR: "Unable to Install InstallShield scripting runtime"
I looked the error up and I have Administrative rights ...

I also tried the troubleshooting found here (http://consumer.installshield.com/kb.asp?id=Q108340) and nothing worked.

Does anyone have any other ideas as to why this is happening?
