Interactive Web Pages

Hi, everyone, I just registered and I need help! I'm designing a web site and I'm going to need it to be interactive for people to ask questions and the site owners to answer them. I don't know how to accomplish the interactivity. Are there any programs that can make this easy? I'm working with BlueVoda now. Also, I want the questions to appear on the Home page and be a link with each going to a page of its own where the answer will appear with it. I don't want the Wiki, forum, or blog format, just a simple site where we can answer questions. Help!
