Internet Connection Times Out But Can Still Get Email

This problem has recurred every since I got this machine. Originally I was connecting to the internet via WiFi and was constantly having trouble (my card only picks up one of the broadcast networks from the router) so I connected an Ethernet cable and this problem still exist. I will have internet for a while and then randomly it will go out, it is just my machine all other computers have access. The message I get is ERR_CONNECTION_TIMED_OUT, I have tried several suggestions via the internet (using my phone) and nothing or no one seems to have a solution.

 

No, it worked temporarily with the wifi adapter but was limited because it could only pick up one of the broadcast channels, should've looked at that before I bought it I guess. When I first hardwired it it worked just fine, I am sure it is some type of network interface but I'm just not savvy enough to figure it out
