Internet Connection wizard helper component

    Hi, I'm new so please forgive me if I don't do this right.

    I am trying to rejuvenate my old Toshiba Sattelite 2065CDS laptop. After formatting the harddrive I reinstalled the Toshiba OEM version of Windows 98. I then updated it to Windows 98 SE using a MicroSoft CD. Everything was working fine (even able to access my desktop on my home network) but when I tried to access the internet using IE5.5 I get a "Internet Connection Wizard" error that reads: "Failed to load the Internet Connection Wizard helper component". Does anyone know what this means and how to correct it? I tried installing Windows components from the SE CD but no luck. I have checked FAQ and MS Knowledge base but can find no reference. Thanks in advance for your help.
