Ok, I am seem to be at a complete loss here.

It seems that starting today, everything that has to do with Internet Explorer has gone completely hay-wire / bonkers.

It will not open a single webpage if my life depended on it. Before you ask, I have tried everything to fix it already and even uninstalled from IE9 to IE8. Nothing is working. Chrome & Firefox run just fine.

System specs if anyone is wanting are :
    Windows 7
    AMD 8120 proc
    16 GB ram
    119 GB SSD
    1.5 TB secondary

I am at wit's end at trying everything I could find with Microsuck Fix-It and other unrelated searches.

Open IE and doublecheck that work offline is not checked/ticked.
Also check your firewall to be sure that it is not blocked.

Does Windows Update connect when clicked on from the Control Panel?

Ok, I did forget to mention that I run Avast Antivirus Free and that it never found anything wrong in the full system scan that I ran last night. I also ran a MalwareBytes Anti-Malware scan last night and it came back clean as well.

I had tried resetting everything possible in IE9 and nothing seemed to work. I had also forgot to mention that when I disabled add ons in IE9 that it was working.

I know that IE is not in offline mode as when I had forgot to mention, when add ons are disabled, IE works again. The symptom is happening to me with both IE 8 & 9. I don't know which add on it could be as I have not allowed anything to be installed and Microsoft's Fix-It option to check add ons and disable bad ones comes back with no results and tells me everything is fine.

As for firewall, I'm just running stock Windows Firewall and do not see IE even on the programs list to allow.

Windows Update does in fact connect and does manage to check for updates. For some odd reason though, this darn machine will not let me reinstall IE9 eather through Windows Update or from the manual download install.

I can submit logs of anything if need be to help remedy this darn situation.

You can try this way with add ons , after that you would run avira rescue cd as i told you ensuring that your machine is clean from virus :wave

As I stated earlier, full system scans come back clean. But anyway, the situation seems to have been solved. It seems that Adobe Flash was corrupted.
