Internet Explorer 11 64-bit gives a message that this program cannot start normally. A Google search shows that others are having the same problem. I have tried some of the "solutions" including some from this forum and none have solved the problem. I finally uninstalled IE 11 and reinstalled it. The problem persists.

A very perplexing aspect of the problem is that the progam will work fine sometimes: after computer startup, if it works it will work fine, but it may not work at all after the next reboot. If it fails after a restart it will not work at all (same message) until the next reboot then it may or may not work OK. Firefox works fine.

    Hi

Quick test is start IE11 in its safe mode and to do this click Start > Run and type or paste iexplore -extoff and see if you have the same issue as it could be a 3rd party addon that's the cause of your issue.

If in IE safe mode it works ok then we can then delve down into the add-ons that may cause this.

    OK,

I ran this from command prompt:
    "C:\Program Files\Internet Explorer\iexplore.exe" -extoff

I had previously tried (on an occasion when IE decided to run) disabling all add-ons.

    I have also run scannow.

    Nothing has solved the problem.

    Charles
