What Windows version and Service Pack you using?

Have you tried the no-addons mode of IE8 (found in Start > Programs > Accessories > System Tools) and see if it opens? if it does then one of your addons is causing this so if you have toolbars installed, uninstall them then follow this to troubleshoot what addon maybe causing this HERE, basically disable all none microsoft addons and then enable one at a time and close and reopen IE to find the app thats causing this.

What are your security applications and have you disabled them to test if they are causing the problem?

Have you scanned for malware (virii and trojans) if not then do some and a guide HERE, if anything found then start a new thread in our malware forum and attach the logs as requested with a brief summary of your problem.

I would run the Malware Read Me I linked too in this case to make sure that malware is not an issue on that PC, if you need another browser in the mean time Firefox or Opera are good, to help you download the apps needed for the guide, otherwise us another PC to download the apps and then transfer via USB or CD to the infected PC.
