Internet Explorer Favorites

We run XP and IE 6. We have 2 users set-up. With one of the users, IE does not show the favorites panel--it initially comes up blank and if I click on Search or History tab, the favorites tab will show search or history --depending on where I was last. When I explore, I find the folder for favorites and everything is in there. [With the other user, everything works just fine]

Why won't IE display it properly? This is probably really simple and any help would be appreciated.

Go into the account that has links and open IE. Click file and select Import/export. You will get a wizard to help you export your favorites and cookies. Export them to the shared folder so that when you go to the other account you will be able to get to them. When you get done exporting and get into the other account just open IE and click file Import/Export and use the wizard to import the favorites and cookies from the shared folder.

I'll try your suggestion. What I find strange is that it used to work fine--only recently did IE in the one account not link to/show the favorites properly.
