internet explorer not working properly

I am really ignorant lacking all knowledge when it comes to computers, software, and the terminology associated with any of them. So....please hold my hand on all steps if you can help me at all.

when using INTERNET EXPLORER weird things happen.

FIRST...while watching videos, clicking on the screen while it is playing causes thesame window opened to watch the video to open over and over multiple times. it just keeps opening over and over. the faster i try and close the windows more open up. .to make sure the problem was internet explorer i loaded the same things on google chrome, no problems there and i used the same laptop. so i guess the problem must be internet explorer

SECOND.......certain websites that videos can be viewed, and some with live feeds will not work. the odd thing is the page loads correctly and all things on the page are in place, the live feed is the only part not working. I know it's not my aunts camera (webcam) because my desktop picks her webcam up perfectly while this laptop doesn't.

i already have google chrome and use it. but i do want my internet explorer to work as well. and for this reason. if one doesn't work properly i use the other. furthermore, there are some things that seem to work better with internet explorer than chrome. and visa versa. is there any way to find out what is wrong with internet explorer?
