Internet options Missing tab

A friend of mine uses Internet explorer quite a bit , and his "general" tab in Internet options is missing ... He has the latest IE 6.02 or whatever it is , and he's running XP Pro with SP2 . Does anybody have any idea how to get the tab back? as he's unable to change homepage , clear history, cookies and all the rest of it .

ok so that registry entry worked , and now my mate is telling me that the problem is back is there anyway to get around that ? the registry fix seems to be temporary ...
