internet slow for ages now

well my internet also randomly goes slow out of nowhere.. and i get mad and start yelling lol.. like on games i get 200 ping out of nowhere on any server i goto.. i got a new modem like a couple days ago and that didnt work.. i have no clue what the problem is.. on my old computer though.. i used to get more Received Packets then Sent Packets.. on my new one i get less.. right now its like 1,950,128 packs sent, and 1,569,843 packs received.. is that normal? theres a lock on that picture with the 2 computers.. is that normal also? .. im sure these things are.. i just dunno whats going on.. :S
