Internet speed only reaching 50KB/s speed

I recently have installed a 64 bit version of Windows 7 to replace the 32 bit version I had installed. And since then, My average download speed of anything has been 50KB/s, and getting no higher than about 112KB/s in my Diablo 3 installer. At first I thought it was a problem with my ISP, but I ruled that out when I used speedtest.net on both computers in my home. My computer has a DL speed of 0.21 Mbps while the other has a DL speed of 17.43 Mbps.

Other than Installing Windows 7 64 bit on my computer, there were no changes made to either of the computers, or networking equipment (Routers/modems).

Here are my System Specs:

CPU: AMD Phenom II X4 940
GPU: Nvidia GeForce GTX 470
RAM: 4GB
Motherboard: Foxconn A78AX-S

You checked that your hardware was compatible and you have double checked that you have updated 64 bit drivers for everything? What is the ethernet or wireless card you are using?

What are you using for A/V, malware, firewall?

 

Is it only d3 the slow speeds are present?
