My first suggestion would be to get into msconfig and uncheck as much as you can in the startup tab. See if you can then use IE or whichever browser you use. If it works, then slowly add items back until you find the culprit.

What browsers are you trying to use? You may need to uninstall them and then re-install. Have you disabled your firewall?

On your All Programs > Accessories > System Tools menu you can start IE with no addons. That's the way to start finding out which addon is causing the problem. If it works OK then start adding them back one by one until you find the one that stops IE.

Use mozilla 99 %, opera and ie8 installed. Disabled all addons in mozilla and used ie in system tools. No luck but a new development, a blue screen dxgkrnl.sys while runnin mozilla and mgtools just now popped up.

Check your Internet Options > Connections > LAN settings, make sure you're not behind a proxy.

If not, try this: open a command prompt, and type 'ipconfig /all' (sans quotes). You should see:
IP address = should be something like 192.168.x.x.
    Subnet mask = 255.255.255.0.
Default gateway should point to your router's IP address.
DNS should also point to your router's IP address.

Then check your hosts file, located in \windows\system32\drivers\etc.
The hosts file without any extension normally has only one entry (except the comment lines) that points to localhost (127.0.0.1).

If everything checks out so far, try to make a tracert to e.g. google.com.
Open a command prompt, and type 'tracert google.com' (sans quotes).
    Post the results.

Don't know about the blue screen, yet - that may be unrelated.

Paste the following in the hosts file instead, overwriting the contents.

You'll need to uncheck the Read only properties of the Hosts file before saving it, recheck it again afterwards.

Tried that but didn't work either

It didn't work? OK, open the hosts file again, did it save the changes?

What, if any, antivirus software are you running?
There are some a/v programs that, even when disabled, prevent internet access, especially after malware cleaning (NOD32 comes to mind).

    R1 - HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings,ProxyServer = 127.0.0.1:9666

I'm not sure if the above is causing an issue, that too only in normal mode!

Thats from your post in Malware Removal.

In the mean while check up on the first three screen shots from here:

still stuck with the problem, those proxy screens ive seen before. what should i do with that registry?

Was IE set to use a proxy? As per Chaslang's tutorial.
What screens? Did you disable/uncheck a per the link.

If the reg entry needs to be fixed, via HJT- it's up to TimW or a MG Malware expert to respond.
As a Combofix script will also be required to run.
    Beyond my scope to advise.
Wait a while and you will get a response.

    Cheers..

It may or may not make any difference, but you can safely delete it as long as you are CERTAIN that IE is not currently set to use a proxy server in 'those proxy screens'.
