I have never experienced a problem such as this.

The version of IObit Malware Fighter installed on this Vista desktop will not open.

I cannot access it to update or scan or anything.

This version was actually "won" in a give-away MajorGeeks held on Facebook last September (2011).

How do I know if this machine is protected or not?

Screenshot is of about as far as I can get into the program..does not matter whether I try to run it as an admin or not.

If no other software is having this problem then these are the first things I would try in this situation (for any software) You might have tried them already but you don't mention them so I will.

    1) Restart your computer. If it's just a minor glitch then this might solve it.
If that doesn't work then try 2)

    2) Download IObit Malware Fighter and install it again, don't uninstall the version that is already on your computer. This should repair or replace any corrupt or missing files.
If that doesn't work then try 3)

    3) Completely uninstall IObit Malware Fighter, check for any leftover folders and delete them.
Restart your computer and install IObit Malware Fighter again.
Make sure you know your license key so you can enter it again.

I used the pro version 1.3 on an Xp desktop for a few months with no problems, then when the 1.4 version was released it caused so many problems, like the idle smart scan freezing the whole system while scanning and hanging on a file endlessly, while the timer was still running,it wouldn't let me use the taskmgr to end the process either,it just froze the machine solid,i always had to hit the reset/reboot button get the computer to run again, their forum wasn't any help neither...so i uninstalled it and reinstalled windows defender again...no more glitches.

    MadMal, Pistol, thank you both.

Apparently what had happened is that the aforementioned program (IMF) had initiated a scan on a separate UA (User Account) of this home, yet shared, desktop PC - and therefore would not open in the UA from which I was attempting to open it.

That is about as far as I understand it, so I suppose it was a false alarm...I apologize.
