OP is windows vista and connected via modem, no router. ? is the 169.254 a valid address. someone told me it wasn't and that the winsock might be corrupted. reset winsock but no change. in cmd prompt typed ipconfig/renew but no change. any suggestions. shooting myself in the foot here . also proxy settings ok

No, the IP address is too short.

Go to start / accessories / right click Command Prompt and run as Administrator. Then type it:
    ipconfig /all

    Post the results.

The 169.254 is a MS defualt IP if your router/modem did not assign you a new IP.
Which most of the time would be 192.168.1.x.
Are you using a proxy? Are you wired or wireless? Did you reset the modem?
How many devices connect to said modem?
