Do you have your own ISP and router or is this a communal network connection of some sort?

I would suggest a search using the exact terms "manually change my IP address vista"

I could probably type-in the many numerous steps involved in here; but I wouldn't want to mess it up and besides there are many experts sites out there who already have the info readily at hand. ;)

A very useful tool to determine see who might be "leaching off" of your network wifi setup (that is, if you are using a communal network setup) would be the program called "Who's on My Wifi."

Side Notes: The program was actually trialware, last time I checked, anyway... In other words you may use the basic functions and use it for FREE. It is available here: http://www.whoisonmywifi.com/

However I should note that it costs money (for a subscription) in order to utilize it's other more potentially useful features i.e. blocking other intruders (as in by Computer Names/Mac addresses/IPs).

    Good Luck! -- COMPUABLE

In that case I'll give you a step-by-step but need to boot a Vista system first.

    back in a while.

Before getting you to change your settings I've had a thought - the only way two of you can have the same address is if the other person has set a fixed IP address quite low in the range, something like 192.168.1.2, and boots up after you have already connected. The router allocates addresses to wifi devices on a first come first served basis, starting at xxx.xxx.x.2, so if you were allocated 2 and he/she connects you will both get an error message.

If I'm right then a reboot will change your IP so do you mind just testing that please and letting us know how it goes?

The Gateway must have a fixed IP then. Might be a good idea to change the last part of its IP to a higher number, above 100 for instance. That will avoid future conflicts. Let us know if you want help.
