   You are going to have to explain more of what you are trying to achieve and what hardware is being used as what you have posted seems like you are trying to connect to a local (as in attached to your PC) webcam?
   
   If so post what model and make camera and what Windows version you using?
   
   As you mention Admin, are you logged in as Admin of the PC?

   it is Chineese made IP ptz camera that works fine from anywhere but this computer I am using windows 8 it has to do with firewall or a setting that won't allow to access HELP CR
