IP lookup

I have looked up two IP addresses under ARINS. However, I cannot figure out where to go from there. What I want to do is find out how to report spam. I am receiving spam emails from these two IP's 66.98.47.250 and 212.144.33.123. There are just junk emails that don't make any sense and don't have a unsubscribe link or anything else. I had to change my prevoius email because I was getting a million of these emails and have been so very careful with who I give my new email address too. I don't want the same thing to happen again. So if anyone can help, I would greatly appreciate it. Thanks...

WhoIS would not help since spammers know how to hide themselves.

Changing email does not help much either, since this mail is not directed toward you in specific, it based on different tricks to get to mail server, and spread the Junk to the subscribers.

Some of it can be filter out by a good spam filter, otherwise get use to it. Unfortunately, it became part of the realities of modern live.
