ip problems

hi i have been having problems with my isp alot i had a simple wep keycode to my wireless router and it kept shutting down on me every 4 hours every day i assumed someone was hacking me and shutting me down remotly im sorry for my bad spelling and punctuation but now i dont loose connection after i changed the password i even called and verifyed with my isp it was hackers now whenever i use an app on my machine it always goes 30kb per second its very slow my actual internet is very fast for the intranet explorer but say i have another app open the ip address is diffrent in apps then in internet explorer internet explorer goes 500kbs and other apps only go 30kb/s how do i set up in my router the ports do i use tcp to udp or udp to udp what combination must i use?
