Ipconfig is blank? Why?

My uncle lives in the boonies and has a verizon 4glte wireless mifi hub. It's not connecting to his XP running dell, not even showing an ip address, subnetmask, or gateway ip. all it says is media disconnected. He brought it over to my house and I'm able to connect with my laptop. I've ripped the wireless and network adapters and re-installed. He can't connect to my at&t uverse wifi either. Netsh commands also didn't work. Can anybody help me?

 

Anybody? Anybody? It's his birthday so I'd like to fix it for him.

 

Make sure that the network drivers are installed? Do you know how to get into Device Manager to check?

Open the Device Manager

• Press and hold the Windows key http://i1106.photobucket.com/albums/h363/debojyotidas/Windows_Logo_key.gif and then press the letter R on your keyboard.
• This opens the Run dialog box.
• Copy and paste the below text inside the text-field:
  • devmgmt.msc
• Now press ENTER

they're good to go. I have a wlan 1390 wireless mini card and a broadcom integrated controller. i've actually uninstalled and re-installed both of them just to be sure they were working properly. I'm pretty good with computers so this has me a little stumped, and frankly I don't like it one bit.
