ip's (included) tried to connect to my network!

Hi Majorgeeks, I have run the system restore cd that came with my Toshiba sat pro p200-1ee laptop as I was infected with several low risk traffic monitoring virus, 2 days later mcafee bt net protect plus anti-virus reported these ip addresses that have tried to connect to my network, I have done a reverse ip, someone had posted a comment on the reverse ip site saying their yahoo mail was hacked by 217.163.21.38

Is it possible I'm being hacked, if so can I do anything to prevent it,

It is a very good idea to use strong passwords on all web forums and mission critical websites like your on-line bank website. Keep your computer patched with the latest security patches for your operating system. Also you should be running a fire wall on your computer to prevent unauthorized penetrations of your system. I like to run both a hardware and a software firewall on my systems. Regularly scan your PC for malware, and virus activity.

Is their a way I can find out who owns these ip's? and why they are connecting to my computer!
