IQRL error during XP installation

have mercy on this laptop..it will go out the window in a second..
anyways...i put windows 7 on my laptop..truns out i want xp back on it..so i go to install xp...note that ive never had hardware problems prior to this..
anyways..during the format i kept getting IQRL LESS OR MORE blah blah shit..ok so whatever..i ran my hitachi utils..did a disk clean or w/e for 8 hours....went to install..same stuff...
then ran killdisk..wrote zeros on the HD...ran the setup..went fine..put my key in..19 mins left in the installation i get the IQRL error again..

what he heck???...the bsod keeps coming up during instalattion...could it be my power supply?..becaus after windows 7 i noticed my battery wasnt charging...odd..
