in a nutshell, is his ISP blocking him or his settings are just messed up or something? i think he has regular belkin router.
please, be gentle, like i mentioned, it's all too technical for us. but we noticed those little "blocked this or that words".
    most grateful.

those blocked packets are his firewall (wireless routers DO have firewalls, too) at work.

no access to a specific site to look at? it could be specific AV/FW/security suite permissions needed, or something being blocked in the browser. all depends on what his system is, what browser & settings, what programs he has, how his AV/FW/security suite is set up, particular settings in any anti-malware programs, which site he's trying to access, etc.

no access to a forum? it could be a range of IP addresses that are blocked (due to someone else's shenanigans) and his falls in that range. most forums will let you contact an Admin about that sort of thing.

Would this be his ISP? http://whois.domaintools.com/41.178.136.45 is in Egypt

I know my ISP hits me with about 10 different addresses and my 'net works just fine. Hmm, next time I call them I'll ask my ISP why.

Then there's 118.173.18.191 which is from Thailand, 92.126.72.200 is from Russia so I think this is just some hackers trying to get in and your router is doing it's job as it's supposed to. If your friend doesn't have any dealings in these areas then just ignore the logs.

thank you both kindly. i know my question was a diffused one, but your answers helped us a lot. i was really suspiscious it's not his ISP.
    much obliged.
