is my 9800XT working as fast as it can?

when I run the Audio Catalyst controle center and select the "graphics hardwarwe" tab it tells me that the "Core Clock in MHz" is 385 MHz and the
"Memory Clock in MHz" 223 MHz is that as fast as it should be...

can someone with the same card let me know what there speed is?
The CPU is only a Sempron 64 2800 and ECS 760GX-M MB. with 512megs of pc3200

(p.s.) im thinking of upgrading the cpu to a Athlon 64 3200+ but I think the ECS 760GX-M may slow things down?
