I look at my Vcore is ~1.338 V
    +3.30V is 3.290V
    +5.00V is 5.067V
    +12.00V is 11.225V

    Processor is running at 68 deg C/154 deg F is a P4 3.0E.
    M/B temp is 36 deg C 96 deg F

Computer is suddenly randomly giving me blue screen of death, computer shuts down, and then stays down, will not turn on for a few minutes, then I can start it up. This just started happening. Where can I start?

I knwo a good bit about computers, but could use some advice. Thank you.

above 60C is dangerous, try to keep it at 55C preferably less.

the 12v rail shouldn't ne at 11.225 that is way too low. will cause system instability. most boards shut a pc down when it hits 70c-75c on the processor. need to get all the dust out of the system and maybe add a few fans. also make sure your wires arent blocking air flow. my 3.4 g intel only gets to 53c under full load. you may wanna check into an aftermarket cooler and some AS

My CPU used to get pretty hot, high 50's under load.
I stuck a Thermalright XP-120 on top of it, with a 12cm fan, and it barely hits 40C under load now. Looks good too!, just have to check for compatibility with your motherboard - I had to bend a couple of capacitors out of the way to get it on.

And your 12V rail is very low!
Looks like you could use better cooling and a more reliable PSU :(

Not much to add here that wasnt said, when it gets under 11.5V its not good, and may be the cause of your lock ups and blue screens.
Also this is not as commun, but possible, the fan might not be well seated or has moved, so check it out if its bolted properly and such and start thinking about replacing the Power supply.
