I have a third-party app with an ugly icon that I'd like to replace - and to have a new designated icon replace the ugly old one in Windows Explorer, as well as all data files that default to this app. Is this possible on Win 10 Home?

Note the above goes beyond changing an app's shortcut icon.

I saw the date on the above link was 2015 so I was concerned that it might not be up to date.
It appears there is a 2020 version at the author's site.
